Job Description

Cardno Government Services is seeking an Environmental Scientist in our Honolulu, Hawaii office. Cardno is working with the City and County of Honolulu and commercial clients and regulatory and resource agencies on extensive stormwater monitoring programs to help ensure compliance with EPA and State of Hawaii water quality standards. The Environmental Scientist primarily participates in a variety of environmental monitoring, assessment, compliance, and permit management projects. The desired candidate will have storm water industry related experience, which may include: reviewing/updating NPDES Stormwater Management Plans (SWMP’s) and Permits; evaluating site Best Management Practices (BMP); collecting soil, sludge, storm water and wastewater samples; as well as operating/maintaining environmental monitoring equipment such as flow meters, automated samplers and YSI sondes.

Responsibilities include but are not limited to:

> Install and maintain advanced field monitoring stations in natural streams, wetlands, and constructed drainage systems (e.g., MS4, CSO) for continuous hydraulic/hydrologic, atmospheric, as well as sediment and water quality measurements.

> Assist with monitoring site surveys and design, as well as and installation planning and logistics.

> Participate with project teams collecting, processing, and analyzing environmental samples from various media for laboratory analysis of chemistry, pathogens, and physical properties well as other biological and water quality index criteria while following established calibration and sampling procedures and requirements.

>Manage and process physically measured and remotely accessed (telemetered) stream flow data for establishing and updating flow rating curves, identifying runoff coefficients, estimating runoff volumes and flow/time pacing for storm water composite samples, as well as producing storm event reports with hydrographs and charts.

>Evaluate, interpret, qualify, statistically analyze and QA/QC samples of bacteria, nutrients, metals, organic chemicals, and conventional parameters relative to data quality objectives for presentation in technical reports as well as database archiving.

>Provide management, technical, and regulatory guidance to municipal and industrial clients regarding storm water permits and plans (e.g., NPDES, UIC), industrial wastewater permits (e.g., IWDP, IWS), and pollution prevention (e.g., SWPCP).

>Conduct storm water, wastewater, and pollution prevention compliance audits throughout industrial facilities ensuring environmental plan and permit developed monitoring requirements, records, procedures (e.g., good housekeeping, fueling), equipment condition and operations (e.g., OWS, AST, UST), education/training, as well as operational and structural BMPs are in order.

>Follow established company safety and technical protocols.

>Other duties may include general operations support (such as vehicle maintenance management), project assistant tasks, equipment and supplies procurement, organizational and re-supply tasks.

Job Requirements


This is a mid-level position, and the successful candidate should have at a minimum a B.S./B.A. or equivalent experience in Environmental Science/Engineering, Natural Science, or related discipline, and 3-5 years professional experience.

>Possess a valid driver’s license.

>Proficiency with MS Office; experience with storm water/hydrologic modeling software and/or ESRI ArcGIS a plus.

>Demonstrated organizational skills with mechanical aptitude.

>Demonstrated ability to work independently with limited supervision.

>Ability to conduct fieldwork in a team environment under stressful conditions.

>Understand safety and technical protocols.

Training and Experience (may provide to well-qualified candidate):

>Confined Space Training: Adheres to OSHA 29 CFR §1926

>40 Hour HAZWOPER: Adheres to OSHA 29 CFR §1910.120(e)

>Interest and ability to work with electronic equipment.

>Previous construction experience or familiarity with light construction is a plus.

>Fieldwork will be required in varying weather conditions, often occur during inclement weather on a variety of terrains.

>Will be required to perform other duties as requested, directed or assigned.
