Cardno Government Services is seeking a Night Sky Illumination Analyst assigned to our Santa Barbara, CA office but may be located outside of Santa Barbara, CA region. The desired candidate will be highly motivated and detail-oriented with experience in sky brightness measurement methodology, data reduction, and report preparation to support the encroachment management efforts for Navy Region Southwest.


Responsibilities include but are not limited to:

>Perform field work to obtain sky brightness measurements and data reduction at various observations points to be determined, with respect to predicting the effects on sky glow of existing or proposed developments, community growth, and changes to outdoor lighting due to retrofits or lighting regulations

>Work independently to gather and analyze data using quantitative and qualitative methods

>Prepare technical analysis and reporting of the sky brightness data

>Assist with the development of outdoor lighting regulations designed to minimize the degradation of the night environment and starry skies

>Apply sky brightness measurement studies within the context of military compatibility and military installation operations.


Job Requirements

Qualifications:

>A Bachelor’s degree or higher in physics, planetary science, environmental science, or similar fields

>Ten years or more of planetary/analytical or related experience, preferably in a military context

>Mastery of the principles, concepts and methodology of obtaining measurements, data reduction, and report preparation services with respect to predicting the effects on sky glow of existing or proposed developments, community growth, and changes to outdoor lighting due to retrofits or lighting regulations

>Experience with the development of technically accurate and effective outdoor lighting regulations designed to minimize the degradation of the night environment and starry skies while allowing for efficient and effective outdoor lighting for commerce, safety and utility

>Practical experience in applying sky brightness measurement studies within the context of military compatibility, as well as knowledge of technically related fields such as real estate, housing, engineering, legal concepts, environmental management and studies, airspace, and military installation operations

>Experience in applying practical knowledge of these fields to develop innovative solutions to unique land use and encroachment problems and provide expert advice and recommendations to military and community leaders

>Experience in working routinely with technical personnel experienced in civil engineering, architecture, urban and regional planning, and airspace structure

>Strong communication skills (oral and written) in order to articulate ideas and issues in a clear, concise, and impartial manner

>Experience applying research techniques and tools and working independently to gather and analyze data using quantitative and qualitative methods

>Military service or experience working with military/federal government a plus

>Member of the International Dark-Sky Association or similar professional associations a plus

>Must be able to travel and perform field work as needed to obtain sky brightness measurements and analysis at various observations points to be determined

>Must be eligible to work in the United States (a DHS Form I-9 must be completed by the selected candidate and will be submitted to the U.S. Department of Homeland Security for verification of eligibility to work through E-Verify)
